You just draw them, you can do it in any photo/image program on your computer. Paint, PhotoShop, Gimp, anything.

Just draw a star, leave the inside blank, make a slightly larger star shape and place over it as the "border" add some shading to the corners if you like. save file as star1.png then use the fill tool and fill in 1/4 of the inner star, save as star2.png, fill in another 1/4 and save as star3.png.. continue until you have a completed star.

I use the program ULEAD Photo Impact to get the job done, and it works very well for all of my graphics. However, I've also used windows paint to do some of the graphics as well. (I hear that photoshop is the best, but it's preference.) Creating web graphics is it's own art form. (you can also google it an download graphics-- but check the copyrights on them to make sure they're free to use so websites don't throw a lawsuit on you )
