Help! With jumptop.js script.

1) Script Title: jumptop.js .

I have placed the entire script for:
jumptop.js, at the bottom of this posting.

3) Describe problem: I am Very new at this, i am
Not a professional, and i'm self taught.
(One of the worst combinations there is....Right?)
So please be patient with me.

I have been unable to get the jumptop.js
script to work.
This is what i have done so far.

I have put this File: jumptop.js, into my ResourcePgsFiilz cgi bin.

I have put this script:

the page.

I have put this script: 
, into the <body> of the page.

I have put this styling:

And that's it. Obviously, i'm doing something wrong.
I just don't know what it is. And i Really Do Need
this script.
Please Help?

I think the easiest way to see what the problem is is to visit the actual problem page. Please post a link to the page on your site that contains the problematic script so we can check it out.
