DHTML Popup Box II .. IE

Is there a way to get the DHTML/Javascript popup box to popup ON TOP of frames? The problem I am having is this..: I currently am making a frames layout for my domain and on one of the pages where my text is going is where I am putting this script..However when I click the link to make the popup pop up it stays inside the same frame...I'm hoping there is a way to make this script work so it will pop up over all the frames OR a way to make it pop up in another frame (i.e.. can I target this popup to pop up in another frame? I've tried using target tags several places and haven't gotten it to work..)
