I know how to make a bootable CD, as in a streamlined XP disk (with SP2 ready there). or do you want to make a bootable CD with your own content?

You would need some sort of operating system embedded on the disc that can run any other content you wish to have on the disc; the most common forms are install discs, so the OS would be capable of both running independently and installing any needed software, as well as operations like formatting a drive. It also, of course, needs to be compatible with the hardware/firmware of the system. In addition, nothing can be stored onto the disc, so it really only makes sense for install discs where you start using the hard drive as soon as possible.

What purpose are you making this bootable CD for? There are many things you can do with a bootable CD.
