No. PHP is setup on the windows servers as well, but it has some features limited in odd ways. The most notable of these is the mail() function, which simply doesn't work. General PHP stuff works fine, though, *mostly*.

Well, it's worth noting that they do have some strange limitations, so don't expect PHP to work fully if you use a windows server with godaddy.

If you do start godaddy you will notice that they only support php 4.3.11, but you can upgrade for free to the latest version of php. here is a link to a page that displays all that godaddy offers on their linux servers

Ignore the line that says date last updated. I have been keeping up with this and notice that the updates apply only to the date last updated and never to the software. Still, I like what they have to offer for the price they ask, so I will stay with them.
