Any Link Vertical Menu help

I have it 'sort of' working.. but I would like the drop down section to stay with the floating section - but they sort of lose each other ...

I'm not fluent in php scripts... I don't write them, I don't understand them, but I love that this great resource is here to help fools like me. Please if anyone can guide me in getting the drop down to stay with the floating part -- that would be WONDERFUL!
