    Default Creating menus

    I am very new to creating webpages. I have a site that I have horizontal dropdown menus. The problem is I am using frames to keep the menu on the top of the pages not matter what pages I browse to. The problem comes in when I have a long list of dropdowns they submens go below the frame so the user has to scroll the top frame to see the complete list. I would like to be able to import my menus into each page that is loaded so the menus will always appear to be on top. I know I am problem confusing someone.     Another good reason not to use frames or iframes. If you must use that sort of setup, here is a menu that can 'drop over frames':
