Most likely yes. The script relies on Last RSS as its backend, which requires this variable in PHP be set. You can use gAjax RSS Pausing scroller if you need a hosted solution.

Well, there is gAjax RSS ticker, but it doesn't have the fade in effect built in unfortunately.
