The xForms deal?

What is xForms??? I saw something about it and I made my brain hurt a lot... I read that it was an xml document with a form on it that can submit stuff without server script??? I don't know but whatever it is... its just making my brain hurt, a lot... A simple explanation of what it is and or what it can do would really help me go "OH!!!! I SEE!!!!" thanks guys
