not really google detects that my pc is setup for japanese under regional settings, and people are intimidated by the menu/status bars

Actually, some pages will change (including Mozilla's and some of my own), if you change the settings just right.

Oh, it sends a Japanese Language header, then. I get this on a few sites, but not many (Konq is set up to send en before ja).

It's your browser's header that changes.

Yes, but you can set Fx to permanently change it (or at least until you change it again) in Tools > Options > Advanced > General > Languages > Choose... > Select a language to add....
