Hi. i have trouble with two layers on the header of my website. the problem is that one layer seems to be on top of the other one and i have links on the one under this one and i can't access the links on that one because it has the other layer on top. the layer on top is clear so it makes it seem like the links are just simple text.

how can i bring the layer in the back to the front?
