In windows xp I can sometimes set animated gif's as my wallpaper once every 4 or 5 installations but I don't know what causes it to not work and I really need a fix

i cant seem to turn it OFF in xp because it dont have the option like 9x did
but that is what i was thinking the first time i encountered this
