Tab content script uses cookies for each tab when in persistence mode. To save anyone some time should their session tracking start to mysteriously fail - There is a limit on the number of cookies a browser will accept from any one domain, in the case of IE this is 20. Therefore, the Tab Content Script is limited to 20 (minus your own cookies) tabs when in persistence mode.
