Default Form that writes to an html page that users can read

I need a form that the user can input their name and a comment. On clicking Submit the results are written to an HTML page which users can then open and read. The 'previous' posts must remain on the HTML page (I guess this could be considered as sort of a blog - though I wouldn't need links in the entries such as clicking on a name would send an email etc). I had this made in Frontpage once, but MS is no longer providing support for FP and my server co will soon discontinue FP extensions - so a PHP (or whatever) 'version' of this is now needed.
