Please Help with Creating a form

I need to create a form, that automatically inputs data into the MySQL database, uploads images to the server and resizes them and handles payment using PayPal..

The data needs to go into already made database fields...

Where do I need to start...

well i know partial what you want to do. so are you planning on using a wysiwyg editor? or are you going to handcode the site?

then you make the form... then you work on doing mysql inserts and queries.

are you knowledgeable about php or do you have any experience?
