change upload_max_filesize

hey guys,
i have appserv 2.5.8 (phpmyadmin 2.9.0 && php 5)... well i'm trying to upload some files... so i need to increase the max file size permitted by php... i tried changing it through php.ini (altering upload_max_filesize and post_max_size) but it didn't work... any suggestions???
