HotSpot Links

I hope this is the right place for this question!
I want to make a Hotspot on my page. I have the words"Next" and "Home"
at the button of my page. I can't find a code to make them turn into links.
Can someone help me with this?

What on Earth is a Hotspot? Is it related to HotBot? Why won't a normal link do?

It is a window(that can be sized) you place over an image or word that has a link, so when you click on it, it will go to the linked page.
I have a draw program the will do it, but now that I have VISTA the program no longer works and no update in site.
