select scrollbars coming through drop down menus

hi, i posted this in the html area, but haven't received any responses, thought i'd see if anyone here has a solution..

i have drop down menu that's going behind select scrollbars on IE and Firefox.
the page is set up so that the menu is at the top of the page and there's an iframe containing the content. in the content i have select items with scrollbars. when a user rolls over the menu, the scrollbars below are popping through the drop down menus.

i've done a little research on this, but can't seem to figure out what's up. has anyone had this happen and if so did you find a solution?
