Draggable, Closable Layers?

I want to have a couple of layers that start out full size and then after while collapse into a small draggable tab. Double Click on the Tab and it expands to full size. You can move it around the screen and close it back up by double clicking on the tab.

Any ideas? Anything like this already exists?
