static menu help please

Hello, I tried to install this static menu script:

I have installed a few scripts before now and always seemed to manage with a little trial and error but seem to be stumped with this.

I pasted the head code in and the body code as instructed. Then I just put a simple empty very long table in the page to make the page scroll.

I haven't changed the code in any way yet but the menu just will not move up and down with the page...

I took out your DOCTYPE declaration and the script seemed to work. Odd :/

Still, I think that's the problem.
