understanding this nav bar

Hey guys and gals hope all is well!

I am trying to come up with a links nav menu as shown in this link:

If you look on the left hand side it has this funky red bar move with the mouse cursor. If any of you pros out there could help me would be much appreciated as this is driving me NUTS

This menu was created using flash (You can tell this by right-clicking over the menu and the flash context menu comes up).

There are similar menus done in HTML and Javascript, but I can't remember them offhand.
