Need help with nav menu

I am converting a VB program to a web application. I have attached the tabbed menu that is in the program now, but i have no idea how to do it on the web.

I'm not just looking for a horizontal tabbed menu, but one that has two rows (yes i know the pic has three rows, but i want to have two) and when a tab is selected it 'blends' in with the content area below, all other non-selected tabs should appear as if they are in the background.

I'm not sure what you are looking for by you first few words but the tab thing I think I saw in a book. Give me a site or something that has this so I can usderstand what you want.
