Set up a proxy such as Squid on it.

I have heard alot about proxy but don't have the slightest idea about it... Can anyone tell me what it is ???
a proxy is a website that lets you access other web sites...
a quick and dirty example:
<?php
$stuff = file_get_contents($_GET['a']);
$stuff = strstr("<body>","<body>".$form,$stuff);
$stuff = strstr("<a href=\"","<a href=\"http://yourproxy.org/?a=",$stuff);
echo $stuff;
?>
Ok....?
It lets you access "blocked" websites also.
