Software to create mp3 files?

LAME is Free, open-source and very easy to use. However, I usually find that Vorbis yields a better quality-to-filesize ratio (and MP3 had licensing issues, last time I checked).

Audacity (http://audacity.sourceforge.net) is a good choice when you download the LAME encoder for it.

Audacity is a sound editor, not just an MP3 encoder. It's the LAME libraries it uses that do that.
