Pausing RSS scroller problem

Is it possible that script has a problem working on computers with slow internet connection? I have installed Pausing RSS scroler and most of the time it works fine, but sometimes I got:
"Sorry: It's not possible to reach RSS file http://www.cruisecritic.com/rss/news.xml
I give up trying to fetch RSS feed."

I am not sure but I believe that this is happening when visitor has slow connection. But , still why it cannot read feed from cashe? Does anybody has idea how to solve this?

No, your internet connection speed shouldn't affect how this script fetches the RSS feed. It has to do with the connection between your server (which LastRSS.php is on) and the RSS feed in question.

If I put in scrollerbridge.php cashe time = 3600 (one hour) is that means that for an hour my site won't need to connect server with rss feed?

I was watchin how it behaves and noticed that once show feed correctly and few minutes later it happen not to.

Can it be set something like: if feed from server is not available give me from cashe whatever you got there?
