Default How did they do this?

Still a newbee here and I am wondering if anyone can tell me how they did this:
    See these sites:
    http://www.abuyerbroker.com/
    http://www.amysellscapecod.com/

I have noticed that when I restore down my window, the bottom scroll bar does not appear, like the pages somehow resize themselves to fit my new size browser window....without having to scroll back and forth to see the width of the page......

Now.... I just noted that this forum page does the same thing.
Can anyone tell me how do do this or point me in the right direction..... I have so "had it" with putting everything on my pages in a table in the center at 720px wide so that even in a smaller screen it will look nice.... I feel like I am losing out on valuable space.....

Thank you for any help you can provide!!!!!

There are many ways to get that effect. The important part is not setting the main controlling width (or any width that could contribute to a rigid overall width) in fixed units. Generally a percentage width or no width is set, allowing the content to 'flow' into the space available for it. Here is a by no means exhaustive index of some templates that can be used for this effect:
