I'm in the pacific Time Zone (Nevada, USA).
Sometimes people do, sometimes they don't. Either way, the time that it shows is based on your timezone. So it may say 1 AM on your screen, but to somone else it may be 10pm (example, not true comparison).I really don't believe that someone posted at 1 in the morning

GMT is a better convention for specifying timezones, because the names will change depending on what contenent your on.
GMT-5 for me, twey, GMT-0(I Think)

More easily specified as just "GMT"twey, GMT-0(I Think)Due to daylight savings (Scots hate going to work an hour before the sun rises), we switch to GMT+1 in the summer.
