How do I code for a top and bottom frame?

Technically speaking there are no css frames. You can use HTML frames or iframes or set up your css style to create regions on your page that look like frames. However, these regions will not have the functionality of frames (I am referring to the function of a frame or iframe, which is most often to contain other pages for display on the top page).
