Scrollable content II All

This works great in IE 6.0, but in NS 7.0 when I scroll down, it pushes all of the content commensurately below the scroll bar down. When I scroll back up, the content below the scroll bar goes back up as well. My page is composed of "stacked tables," would that be a factor?

if i remember correctly, it no longer does that from NS7.1+ and Firefox seem ok.

The strange thing is that it works (obviously) in the Dynamic Drive example page, which uses table cells, in NS 7.+.
