Buy a domain from Yahoo Domain Services, I think they are running a promotion to get a domain for $2.99(US) for the first year. Then, find either a cheap or free web host to point the new domain to. You could go to http://smallbusiness.yahoo.com/domains and look around there. Not sure all that's involved, but I have registered quite a few domains there. The most recent one I purchased was only $2.99 (US) because of some special promotion they were running. You might be lucky enough to grab one.

I've search for more webHosting sites and I found brinkster.com. I thought yahoo had a $2.99(US) offer but it seems $9+ offer left for their client.

Another thing you could go with is registering your domain through your webhost. Sometimes they give out deals if you purchase a year's worth of hosting, you get the domain name free. Plus, there are tons of other companies out there that you could register/host with. Just do a Google search for "Webhosting and Domain Name Registration".
