    Default Daylight Saving Time

So I just read that Daylight Saving Time will be changed to sometime in March instead of April, and will end in Novemeber instead of October as well this year. Apparently; becuase of this, people in an IT/ISP occupation will have a lot of server updates to do within a little less than 2 months time. Any comments on this?

That is the point of DLST. And another reason not all places use it. It is always the same time between clock adjustment, but because of natural time (the 23:57:17 day not really 24 hours, etc) which is also why we have leap year, the date of the time change varies from year to year. Although it is usually in March and October.
