I'm wondering if it is possible to have a script accomplish the following:

I have an image with hot spots on it (California map with bugs for each City). Each hotspot is a red bug. I want each red bug to have an alt tag with Name of City, then be able to click on it and it open up a pop up box.

Does that make sense? Or something similar to accomplish opening the pop up box and display the City location for each bug.
