Are you referring (spelling?) to an avatar (the picture by your name in each of your posts) or a profile picture (which is only in the profile)? If the first, you will have to wait until you make at least 150 posts (unless it has changed). If the second, there should be an option in your User CP (control panel).

Yes, that is 150 posts. And note that the "Lounge" does not count to your post total.
