New Drop Down Menu

OK, so I am trying to make a menu that uses the Spry framework. But I am not sure where to start. I realize that Spry already has examples of drop down menus, but if the user has javascript disabled, it doesn't work. What I hope to do is, create a drop down menu, that if the user has javascript disabled, instead of the drop down being displayed on mouse-over, a list will be created. Can anyone who is familiar with Spry please help me out?
