How can I create a list in www, where people can enlist

I want a page with:
* a nice background
* a small area, where I put news and
* the rest should be only a list like this e.g.:

Is Australia disposed in countries?

Of course it would be enough if you'd put one letter of the second name or even a nickname - it's just about numbers and informing people about upcoming events in their city, either through the above mentioned small area for informations - or kind of newsletter for each city!

In fact it is a fanlist.

I did already a main page where I listed the continents.

From each continent I will link to a country list.

From each country I will linkt to it's cities.

From each city I will link to the name and contact list of each fan.

That was pretty much work and I wonder if it there would have been an easier way!?!? Does hotscripts content a script for an easier way?
Please tell me which script in particular and wheter it is for free?

If it is not free, I will stay at my version. Then =>

I would like to create a button, that when you click on it links to my e-mail address and sends automatically a form (with name and city informations).

I was able to find a soloution for the button - everything is fine now.
