2 HV menus

How can I set up 2 hv menus on one screen

I need to horizontal menus 1 above the other about 2 inches.
I have

<script type='text/javascript' src='topmenu_var.js'></script>
<script type='text/javascript' src='bottommenu_var.js'></script>
<script type='text/javascript' src='menu_com.js'></script>

but only one of the menu's shows up. What do I need to do?

how do I put multiple scripts of this format on one page.
I looked at a link that talked about onload but this doesn't use onload?

I thought I'd drop one menu and use rollovers but that wont work either.
now only the rollovers work and no menu?
help!
