onmouseover with image & description

I've followed all the steps & don't get an image onmouseover.
Is this script not able to do the onmouseover and click to link both? Or do I need to change the code in some way. Just frustrated, I've tried everything I can think of.

However, I can't seem to get it to work. Any help would be appreciated.
