Editing programs that edit border

I may sound silly to ask the obvious but those programs i use dont change the look of the borders of image. Simply canvas of dull colour borders, not those fanciful types like scratch, burned and tattered etc. like yahoo photo editor. Anyone know programs that can do those? Better if it is freeware

Select a rectangle in the center of your image.
Invert the selection.
Do stuff.

Only bad and easy programs would do that automatically. Just do it yourself with a better program, like Photoshop or GIMP (which is free).
