Can layers land over Flash object?

I want to have HTML (CSS / js / DHTML) drop-down menus across the top of my page and have a Flash header directly below it. The problem is that when the menus drop down, they always land BEHIND the Flash object -- basically disappearing. Except for making the menus in Flash is there any way to have the menus always land in front of the Flash?

It would be better if you provide either your code or a link to the site where people can view what is happening.

otherwise it won't be simple to troubleshoot the problem
