encode HELP!

Hi to everyone.
I have a smoll problem regarding a select. I take the data from a database and with PHP i fill a select . The problem is that for example some of the record have this "Name & # 39;" that means "Name ' ". What shoud i do to make work the "& # 39;" i mean to make the html interpret that text???
Please can someone tell me that ....i really ...really ...really need to resolve that ...because i must make a database of 40000 records and some of them might contain that. Thanks! ...to all
