HV Menu in a PHP page?

I was wondering if it's possible to put this dynamic menu into a site that's HTML but using PHP extensions (b/c of header/footer inclusion). Thanks if anyone knows...

I am converting a site from HTML to use php. The HVmenu still works fine but some of the cell borders around the elements are not showing up. I can see the top and right side border but not the bottom or left. Any ideas??
