That depends on whence you got it. If you've converted it from a better-quality form, you should do so with a little less compression. If it was already in that state, not much.

Size and quality are indirectly related.
If one goes up, the other down.
The biggest choice is which codec (compressor/decompressor) to use, and after that, it's just choosing which level of quality/size you want.
The codec decision relates to compatibility, like sorenson3 (Quicktime only, sorry) is an old and almost entirely compatible codec, but it's not as high quality as, for example, mpeg4 or H.624 (or whatever it is; I forget) (also both Quicktime codecs as I do more with QT than AVI/WMV).
Basically, just find the codec that seems best, then choose how large you are willing for it to be, then just settle for that quality. Not much more can be done.
Also, if the issue is about audio specifically, the same applies, though there are different codecs for audio (the ones above were for video), such as mp3 (which can't be embedded into wmv as far as I know).
