Windows XP Professional/Linux using Apache 2.2
Avaliable in the internet
Dedicated Web Server

- Must be cheap to maintain

A web server exposed to the internet needs to be maintanied by someone who knows what they are doing. Even if you did get someone to set it up correctly, it would need updated, problems would arise. Overall, I think you are better off finding a hosting company to maintain a server for you.
