problem on css menu and option tag

i have a problem with css dropdown menu in internet explorer, when i add option html tag on below the css menu, the css menu always behind the option html tag.
why? can anyone help me to fix it..

that has to do with z-index ....

If the z-index of one object is higher than the other, that image is on top, vice-versa.

i think z-index doesnt solve the problem..
