what kind of script i can use

i want to get the following scripts:
underline effect and color change when mouse over any hyperlink text
link description
i am confused to seee so many scripts coz i am new in this field plz refer me a url for these scripts

To get a link to change text-decoration (underline, overline, line-through, none, etc.) and color and/or background-color properties, all that is required is css style, no javascript.

To do all of the links on one page it this in the head of the page:
