How do I fade in or delay the appearing of my text ?

I have some text appearing within an iframe but I also have an animated border to this iframe.... Trouble is that my text is appearing before the iframe border has built itself.......

It would be much more fluid it the text had a short delay but even better faded into existence to col #808080 AFTER its border is built.

Im a newbie with lots of ideas but not enough coding knowledge although im starting to pick some up !
