Javscript Special Effect won't execute

I'm using Fusion 8, and I want this effect on all the pages on the site, but when I insert it, it won't execute, just does nothing. I tried it within the Master Border HTML & the Layout HTML. I insert it within the BODY tag. What coudl be the issue? I am viewing it in IE, the latest browser version.
