Does CSS increase the download times of pages?

Yes but, not that much if it isn't too huge. It must be downloaded (cached) and parsed by the browser, just like ordinary text, HTML code, javascript code, etc. This is one of the reasons to use one external stylesheet for many pages. Then it only needs to be downloaded (cached) once.
