Scrollable content II Please help.

OK it woks in Firefox but not IE or NS 6 or NS 4.5

Please help! 2 scroller scripts work solo and work perfect in Firefox.
Size is perfect and scrollers work, I just cannot get the top one to scroll all the way to the end of the text. When I test it alone it works fine
