The basic way to have text pop up when a user hovers over an element is this:

Irfan View is free, and has a built-in panorama function. It also does all other sorts of image editing (filters, resizing, etc.)
I suggest 000webhost. It has a maximum filesize of 5mb for its built-in FTP program, and I think you can upload larger files using a program like FileZilla. That's the hosting I use.:)
If it isn't the sound card, the speakers/headphones, or the cables in between, I would suspect something on the motherboard.
