The basic way to have text pop up when a user hovers over an element is this:

It doesn't allow styling, but gets the job done.

It's been quite a while (several months) since this incident occurred. Just in case anyone else has this problem, I'll post how I dealt with the problem:

Irfan View is free, and has a built-in panorama function. It also does all other sorts of image editing (filters, resizing, etc.)

I suggest 000webhost. It has a maximum filesize of 5mb for its built-in FTP program, and I think you can upload larger files using a program like FileZilla. That's the hosting I use.:)

If it isn't the sound card, the speakers/headphones, or the cables in between, I would suspect something on the motherboard.
